You make the comment "how can you answer questions regarding a report which was not the purpose for which it was intended."
I agree, that is why I am so upset with the North Carolina Appraisal Baord practice of having "experts" testify in disciplinary hearings when they did very limited scope reviews of work product for litigation. This what the NCAB is doing.
