Precisely, that happens when you have a nebulous, poorly written document that continues to change every two years.
Poorly written compared to what alternative?

You're passing judgement so that makes it fair to ask:

Pick a paragraph you think is poorly written and show us the clearer and better version. There is no section in USPAP which is intrinsically beyond improvement or revision.
 
USPAP needs to be easier for everyone to read. The consequences are the lawsuits against appraisers when unintended clients go after appraisers.
USPAP binds appraisers but others not understanding USPAP will go after appraisers when things go wrong.

Can you cite an actual USPAP problem? Give us an example of a "nebulous" passage, please.

Yes, it's always somebody else's problem. Isn't it:) You should ask the state board members that are in charge of enforcing USPAP. It looks like they are having serious issues understanding the concepts.

That might be. From the examples posted in this thread it appears the problem is actually reading it. But, I anxiously await you posting some of those confusing/nebulous passages that you insist exist.

This is roughly the 412th thread with this theme in my time here - and posting actual examples always seems to be challenging for those making the claim.
 
Years ago when I worked for a government company that had contracts with the FAA to develop and manufacture various systems for airport runway lighting and the "mimic" panels that controlled them. If you think USPAP is "hard to read and understand". Try dealing with Mil Specs. Makes USPAP look like an elementary school book.
 
When USPAP came out, it was terribly written but being a young appraiser, I accepted it.
Throughout the decades, it went through some changes and still terribly written. It needs to be easily read for appraisers and the public, not needing 7 hour class.
Many young appraisers don't know better and accept it the way it's written.
I'm calling it out that it need overhaul in improvements.
I understand appraisers were taught to pad up their appraisals especially narrative reports. I admit more pages does give a more "informative" report to justify my fees.
USPAP shouldn't add the fluff to make it more self important.

OK. So give us just one example of a passage that is terribly written. That should be easy if it is as bad as you assert.

It's too wordy. It can be shortened and be more concise.
There are certain Standards which can be like commandments for all appraisers to follow.
The specific details for review and mass appraisers can be put in the back documents since not many appraisers deal with that.
