The New USPAP

After this many years and this many passes through the CE course, if you did try to understand the material then you'd know where to find the answer to the question.

Which BTW speaks directly to what an appraiser can and cannot understand of the material.

Why do you think I usually post a screen grab from USPAP (and almost never from an AO or FAQ) when answering a question? Because the answer to that question is in the source material itself. With only a couple of FIRREA-related exceptions, the other material is otherwise just an elaboration thereof.
I appreciate your knowledge but like many other appraiser (my peers), they can't easily find the answer in USPAP. And that's USPAP fault.
 
You can't understand what you've never studied. There's no document that can cover so much ground in so few pages that a user can know without even trying to read for content.

A friend of mine (chief appraiser at a commercial bank) worked for McKissock for years. He told me that whenever someone said the material was too hard to understand he would challenge them to show an example. Citation needed. Nobody ever responded to that challenge. I've done the same on this forum for many years to the same effect.

So now I'll ask you. What part don't you understand? And just to make things fair, let me request that you not post anything without first reading it. Because I'm most likely just going to redirect you to read the sentence for what it actually says instead of attempting to load it with other meanings which the sentence isn't saying.

The NC appraisal newsletter was great and simplified in giving answers. I liked it as it has some relevance to CA licensing. It was interesting NC appraisers don't need to take required Laws and Regulation course and Bias/Culture course as required in CA.
The newsletter had questions and answers and I like how NC interpret my question (and simplified basics of licensing and such). Other appraisers also appreciate it.
 
The question you're referring to was a state licensing and scope of practice issue, not an appraisal standards issue. The issue about "appraising land" as it relates to licensing levels is addressed at the AQB as a qualifications and scope of practice issue:

It needs to be more specific in how commercial comes into HBU analysis.
You can interpret that CR can appraise a house without regard to complexity.
 
Not if you read what it says. It's not an interpretation problem. It is a comprehension problem.
USPAP can not have any misunderstanding. Needs to be clear and straightforward.

What part of "scope of practice issue is not addressed in USPAP" do you not understand?
