As every oilman who has had to deal with a tribe and the BIA, you cannot bully them. They have the upper hand. The Osage tribe, in particular, have a different treaty from say the Cherokee who allowed land "allotments" to be fee simple and generally the owners could sell off the mineral right or lease without the tribes permission. Not so with the Osage, Navajo and others.

Most of the rural farming townships in my area control zoning within the township. Many of them have passed legislation prohibiting solar farms in the township and more are proposing the same.

Few of our rural counties have zoning. Just the towns and a few counties have no zoning even by the towns (which are small.)
