Couldn't we say the same is true for fee owner. He has a peice of paper documenting a legal right to occupy space for a period of time.

The fee simple owner has all rights to a property in perpetuity. A fee simple owner has access to his property at all times, unless he has rented or otherwise granted the occupancy right to someone else. I am not insisting that all timeshares are personal property, only those which do not include the absolute right to a specific property at a specific time.
 
Before we bought our timeshare I watched the market for almost a year. It's amazing how cheap they are on the secondary market especially blue. You would have to be an absolute fool to buy one brand new (sorry, if anyone on here has). If anyone has spent time learning the ins and outs they know the new system is points. Personally I think points would be harder to sell when the time comes. How do you value points?
We have a fixed week, red, week 20 which works out great for us, especially my wife, that is right after classes are out at the university. Ours is at the Cliff's Club in Princeville, Kauai. I bought it on eBay for $2200 + title fees three years ago. Our maintenance fee's are $550 a year. We use it every other year and rent the other years for $1000/week and that pays our year maintenance fees. Works out pretty good.
As for appraising one and there are a bunch here in AZ, I wouldn't know where to start. Would have to pass that one on.
