So let us just take appraisal licenses. Billy-Bob gets to be an appraiser with no license. Where does he get work?
No lender is going to hire him as they can't unless they are a hard-money lender who is an idiot. Could Billy-Bob do BPOs? But I don't care about that; I am not competing against BPOs.
Private work tends to be mostly referral work (in my world). Some of my private stuff is gained by internet searches but not a ton of it. Many times I have had people call and say their attorney says that they need a "certified appraiser" and Billy-Bob is not. Billy-Bob is not eligible to do IRS work for bankruptcy.
I am not worried about a bunch of Billy-Bobs doing appraisals without a license.
Let's hear a reasonable argument that the appraisal profession was made more competent by the requirement that appraisers be licensed by the state; or that the current business model for residential appraisal work is to be preferred to the previous one.
But I damn sure want to know that my tattoo artist and my pedicure professional has been certified as trained by the state.

It won't have any effect on appraisers who perform valuation services for agency, FRT, HUD, or VA, because those groups are not going to sign the waiver(s). In general, though, I'm a proponent of less regulation, so long as the users of the unregulated services don't have recourse to then sue when they are provided deficient services...
