It would be interesting to plot the reported numbers vs. the revised numbers for the past 20 years and see if a trend emerges. If there is a built in uncertainty, then the numbers should randomly be either above or below in about equal numbers. If consistently high or low, then that can be adjusted out of the data just like we make seasonal adjustments to those same numbers.
