I hope that all the firms that are using trainees and interns are following the rules setup for trainees by the State Appraisal Board. If you get caught not following the rules, the penalty is very severe. There are alot of appraisers with little work that are going to be watching these firms that use trainees.

I'm glad you have to be Certified to sign off hours for a trainee, and no more than three (trainees), right?

You're kidding right. In Arizona there are "Penalties"??. It's a slap on hand, take a class and wish them "continued good success".

You have to walk through every house with your trainee and several large profile offices have gone out business in Arizona rather than face the court charges for skirting the trainee rules. I agree with you that the board does not have a very good record with enforcing the rules regarding trainees. I do like the way they are handling this problrm now.
