I'm not the one to ask though.

I've only ran into it a handful of times.

I'd say call it a structural foundation, clearly within the report some how.

Let the lenders decide if they can loan on it or not.

Betcha they will.

However, you're dealing with exposed exterior surfaces. They need at a minimum, painted or sealed.
