Two Case Numbers

I completed an FHA appraisal on a rather typical ranch house in March, 2006. Everything went smooth, completed the report, never heard word, was paid, etc...

Fast forward to this week. I have been retained to complete a full field review on an appraisal on the very same house. The report being reviewed was dated three months after my report, yet has a completely different FHA Case #.

How can this be?
 
the only way it could happen, legitimately, would be a sale 3 mos later...
 
Dunno, but I'm wondering if you have a conflict of interest. :shrug:

The one you completed might not have closed, could have been canceled by the borrower or lender. In any case, HUD never got a "completed" assignment. New application or request 3 months later, new case number.
 
To help your mind rest, separate the issues.
First, the mere fact of a review-request two years after two appraisals with two FHA Case#s in three months should tell you that there is a BIG problem starting to boil (and who is in the pot?). There may be a review of your appraisal happening, too!
Second, your review of the second appraisal is just that. If you accept the order, do a professional job reviewing an appraisal. Refrain from including irrelevant data and conjecture. Just review the appraisal.
Third, if you have the time and energy, contact the HOC and discuss the two FHA Case#s. HUD needs to know when there is funny business, if there is funny business.
Fourth, if you struggle even a little bit with 'conflict of interest' issue in this matter, there is probably a conflict of interest. Don't accept it.
 
Contact the HOC and discuss the case with them. I would suspect there is something funny going on. If it was me, I would decline to do the review since I did the original appraisal but maybe the HOC will tell you differently.

I happen to know, in a round about way, that the loan for which I completed my report was not consummated due to "credit issues" on the part of the borrower. I suspect that the then proposed lender "never got my report"...

Yet, if a case number was assigned - and it was - how did they get a new case # in under 6 months? It is my understanding that case #'s are good for that time period.

I am going to call the Denver HOC first thing Monday. Something is just not right!

My understanding is that the appraisal is good for 6 months, the case number is tied to the property appraisal. if "they" never submitted your report, the case number died.

I've got an interesting case now. I'm the 3 FHA appraiser to do a house in less then 2 months.

1. First guy did it subject to some minor repairs being done. took 2 weeks to complete the report. plus he ****ed of the HO by some comments made during the property visit, and was not allowed to come back to the home to do the final (this was from the home owner)

2. guy used two 16 month old sales,(only 3 sales, and no listings) and refused to provide valid sales. While the subject is the larges home in its subdivision, other sales were avalible. (I checked before I accepted the job)

Both guy one and two might end up with complaints filed by the homeowner, and lender.

3. In my case, both the lender and the Home owner have been very upfront with the problems, and the CASE number now has my name on it. (I think)

Looking at assessors records, and knowing the area, this will not be a cake walk, but nothing a real appraiser can't handle.

I suspect that is actually what happened but I will check with Denver Monday.

To my knowledge, there is no way for us to look it up on the web. This is a very serious defect with FHA Connection. I would 1) request of the FHA Connection page showing that it has been assigned to you or 2) call Denver and inquire. I have done this in the past and it has not been a problem.
