Must the quality of construction ratings for each unit within the same condo building be the same?

Not all condos have the same quality in every development, but most are homogenous. Some units will have low income units that are inferior quality or some are just better quality.
 
What about in the same building.
 
In example a mid-rise or high-rise building, where the exterior construction is identical for each unit, and ten individual owners strip the interior to the studs and add extra insulation, sound proof, etc.

That's an interesting question, but imo, I would keep construction quality the same , as they are in the same building, and adjust separately for the superior units as a line item for upgrading/remodeling.

All the extra insulation and soundproofing does not change the basic construction of building which is roof, ext walls, framing, etc.
 
Quality

I would say that they can be different, you need to consider the interior also, such as , flooring, built ins, cabinetry, trim, craftsmanship, etc. In NYC you can have two identical units sell at different prices strictly based on the quality of construction
 
Quality ratings apply to the exterior and interior, so it is quite possible that you could have different "Q" ratings for units within the same building.

That said, since the exteriors are identical it would take significant interior quality improvements to push up a unit one category above it's neighbors IMNSO.
