a property could have code violations and still be in zoning compliance. They are two separate questions and two separate issues. If the property has original footprint, and it's zoning is residential, then it is yes, in zoning compliance.

I guess that depends on who is deciding what "zoning compliance" means despite whatever Fannie's intent was. Statement 1 protects us to a good degree but it is not all encompassing.
 
To be clear J - your interpretation might be Fannie's interpretation. It's the way it should be interpreted for appraisal purposes but it is not guaranteed to be the way everyone, including users, those that can rely per cert 23, E and O's that settle, Fannie herself possibly, and courts interpret it. Maybe even other appraisers if you've read some of these permit threads.

That is why I proposed the language for that question in post 37.
