Unusable shower for FHA loan

I am appraising a home with a FHA loan. There is an old handicapped accessible tub/shower in one of the bathrooms. This shower has not been used in a long time and the current owner has built a shelf over the tub and is using the entire area for storage. I assume that this shower would need to be tested and found to be functional for a FHA loan but I wanted to hear anyone else's thoughts.

The shower is non-functional due to the conversion, and should be reported as such. So long as there's at least one working shower elsewhere in the home, I wouldn't think it would be a showstopper.
 
Wouldn't affect my monthly bath.
 
Yes, I agree with other posters here. FHA cares about what their borrowers want to do with the property. If it was a typical bathroom, it is reasonable to assume a borrower would want to use the shower and can’t until it is fixed. However, having a built-in that would render the shower unusable, anyway. Fixing the plumbing would be impractical.
 
Just a little bit of functional curable obsolesence. Not a big deal.
 
The handicapped shower is the only shower in the house? Then you might want it fixed. I'm assuming it's not, but you haven't mentioned what else that specific bathroom has, and are there any other bathrooms. A 4 piece bathroom isn't a necessity to most buyers, unless it's the only bathroom in the house.

Please give a little more detail about what bathrooms are in the house, and what each has, so we don't have to guess if this converted shower is really needed.
