USDA Loan - meets HUD requirements?

I recently completed a condo appraisal for a client who is now trying to get their borrower a loan through the USDA. They have asked me to include a statement in my report that says the property meets HUD Handbook requirements. I'm not a FHA appraiser, I don't have a HUD handbook, nor can I say without a doubt this property meets those requirements. I guess I could get a handbook, read it and learn it, but I don't think my client has the time, nor is he willing to pay me what that time is worth to me. What should I tell him?

How about this: No.

Advise your client that you are not approved to conduct FHA appraisals and you do not offer yourself as an expert on the topic.
 
If you are not an FHA appraiser, you can not say that it meets FHA requirements on a USDA loan. It is my understanding that USDA can use your appraisal if they also get a Home Inspection.
