I should add that the HBU would probably be to combine the vacant lot with the house anyway. Values are too low in this area to make it feasible to build on a vacant lot. The house would be over improved as soon as it was built. So my question never assumed that the HBU would be anything different-- only that she didn't even want me to consider HBU because she has always intended on selling the two properties as a package.
