I am trying to make sense of your 2 comments....
After your experience with your board....
Why would you ever not measure the subject and provide a sketch????
If I was turned into board....
I'd measure the house twice before I left the property.....
1. USPAP or the NC Appraisal Board does not require the appraiser to measure the home.
2. Scope of work is between the appraiser and the Client.
If it is for mortgage related and on the 1004 form, yes I measure the property and you are responsible for the measurements. The NC Board will tear you a new one. Certification 2. Peers in my market physically measure the home and personally provide a sketch. This is also expected by FHA, Fannie Mae, and most lenders.
If it is for estate, desk top, drive-by, etc. I discuss this with the client. If they feel the GLA is accurate, I simply will use the tax card and fully disclose in the appraisal. Nothing the board can do about it.
Another quick example: a lender needed a quick appraisal for a SBA loan. The borrower was out of town and I could not get into the home. I said that if it was OK with them, I can do a drive-by and use the tax office SQFT. They agreed and everything went fine.
Make sense now? Appraisers have to get over this liability issue. Times are a changing. New products are being offered.
Funny story about the board:
I use a tablet and I have no physical sketch on paper. So when I sent my file into the board, there was no sketch!! Part of the compliant was that the GLA was low. The state investigator that they had me!!! No sketch. I took my tablet to the meeting, believe it or not, this was the first time they have been exposed to a appraisal that was done on a tablet!!!I told them that I know the measurements are correct before I leave the property. It either closes or it doesn't.
The issue was that the owner was relying on the blue prints ( addition was done on the second level) but the blue prints included the unfinished knee walls and unfinished closets in the GLA.
