That used to work when only appraisers were permitted to provide appraisals. Now mtg brokers can give values and Uber drivers can do field appraisal work.

since anyone with a pulse can do appraisals, maybe every citizens should take USPAP. Huge income stream for TAF. then they could afford even more perks.

Sure.. but that is not an appraiser problem. It's a lending industry and regulatory problem.

That seems to be more about you than it is about the content. A lot of appraisers manage to learn and properly apply USPAP. Those that don't or can't, shouldn't be appraisers.
