Lately I have been wondering who wrote USPAP and why. It seems to me that it was written by lenders for lenders and with cooperation of some appraisers. The main purpose seems to be to dump liability on appraisers.
I would like to see USPAP totally revised and written with the rights and duties of the appraiser in mind and a section specifically written on the appraisal process and the minimum SOW required for specific type reports.
If we are to be a profession, shouldn't we be writing the rules and regulations for the profession. I mean a Registered Surveyor is not told how to run a closed course or how to run a set of levels. Why should an Appraiser be told by the lender on how to do an appraisal. A lender should be allowed to choose a certain type of appraisal with its attendant SOW but not to dictate how it is done.
