Heres the suggested answer for the first test question:

1.An appraiser must examine mechanical, plumbing and electrical systems of the subject property to ensure that they are in proper working order. This examination includes turning on the applicable systems and observing their performance. If unable to visually evaluate the improvements in their entirety, contact the lender and reschedule a time when a complete visual inspection can be performed.


And heres from the manual:

This includes access to the crawl space and attic. The appraiser is not required to disturb insulation, move personal items, furniture, equipment, plant life, soil, snow, ice or debris that obstructs access or visibility.

I wish that you would not have referenced that specific statement...

There were approximately 100 students in today's FHA seminar. The instructor made the entire class read that sentence aloud in unision...than he said it was probably the most glaring example of a poorly written and inaccurate comment that has ever been published...by anybody, ever.

(Seriously that actually happened earlier today during a seminar lead by a very respected and tenured individual...)
 
Good grief. ZZGMAMZZ, you are absolutely correct.

If off, condition the appraisal on a satisfactory re-inspection that the utility that was off at the time of the appraisal does not require alteration, repair or further inspection.

Clear as mud.
 
Cat: I've been right 3 times now during the past 8 months. Probably time to change careers because it's starting to get boring ....
 
Phew! I don't have to change careers yet. I haven't even grasped spelling your moniker correctly. :blush::rof:
 
What if water/electric is on and gas might be off due to cooktop not lighting, though no hot water was indicated either
 
If gas service provides hot water, heating, power source for the stove, oven, or serves as the power source for other utilities, then according to FHA's Appendix you should re-inspect once the gas service is on.

Caterina, my "mud" must be clearer than yours. I agree the FHA statement is poorly written, but I understand that FHA wants the appraiser to reinspect the subject once the appropriate power source(s) for all mechanical, plumbing and electrical systems are available in order to determine the systems are in working order.
 
RE-inspect. Charge for the trip.

Just did one all the utilities were on but they forgot to light the water heater.Report , Subject to , hot water..
