VA Exterior outside of the VA Panel?

Its a first on me. An AMC ordered an exterior only, on a manufactured. The current loan is a VA loan. When questioned on it they said "per lender this is a Driveby VA which can be done outside the VA Portal"...Then they said they just need in place of an AVM. Hadn't heard this one before? Anyone? There is no case # attached with it. Can a lender refinance a VA loan like this?

More than likely this is for a lender overlay in their portfolio. There are a few of the bigger lenders (and their AMC) that will typically order a field review or a drive-by for "informational" purposes as opposed to lending purposes on certain VA loans. This is completely separate from the VA and often times the appraiser is not even a roster appraiser.
