VA liquidation appraisal questions

I am always concerned on VA and FHA standards for MPR or MPS. I look at it from an ethical standpoint to whoever on intended use and user.
 
Readily observable still sticks in my mind. I realize my limitations and what I am licensed to perform.
 
From chapter 11 of the VA handbook:
Access – Indicate if access to the property was gained. If unable to gain
access, make at least three separate attempts by telephone or visits to the
property and provide the date, time, phone number used, and name of any
person contacted. If refused access, provide the date, time, and name of
contact that denied access
