VA Peeling paint on Shed

Finishing a VA and the subject was built pre 1978 and there is a shed which is clearly post 1978 but has some peeling paint. Should I condition for the shed to be scrapped and paint? Subject passes all VA requirements but the shed does not but then again is post 1978.

Based on my experience and instruction from the Atlanta Regional Office, I'd say yes... condition it as needing to be scraped and painted - to protect the structure from the elements.

Having said that, I suggest contacting your regional loan center - C&V section for their instructions.

Sounds like it falls under one of the four S's... Safety, Soundness, Sanitation, Structure... namely Soundness IMO.

I've had similar where the garage was built in 1990. The property tax card indicated the build date. I said that according to tax records the garage was built after 1978 therefore did not need to be conditioned.
 
Structure? Never heard of that as being one of the 4 S's (even with FHA, whose "S's" are Safety, Soundness, Sanitary and Security). VA does not have any "S's". VA has "MPR's". In the SE Region (St. Pete), this is the guideline:

"Any chipping, cracking, scaling, peeling or loose paint is considered to be a defective paint condition. This is an MPR (not cosmetic) repair. All defective paint must be corrected no matter how old the house is. If the house was built prior to 1978, assume the paint is lead-based and require corrective action to include thoroughly cleaning the surface before applying two coats of paint or completely removing the paint or covering the surface with a suitable surface before painting. All repairs involving defective paint must be certified by the fee appraiser, not the lender."

Per the VA staff appraisers, the first word, "Any", means "ANY"

My comment is based on the words from the mouth of VA Staff in this region. I can't / won't speak to what goes on in your region, or make broad, sweeping remarks about VA policy because I'm not in your region. VA does have "MPRs", but I've heard the "4 S's" used to generally categorize repairs from VA staff for many years (in my region). Regardless of the acronym, there are minimum property requirements.

One of the things I like about doing VA appraisal assignments is that you can pick up the phone and call your Regional Loan Center C&V Section when you have a question. I've found them to be friendly and helpful.

The Roanoke RLC requires scraping and painting for structures built prior to and including 1978. After 1978 only if it poses a threat to health, safety or soundness.
 
there are a few VA appraisers who will find chipping and peeling paint no matter how minor just to justify another $100 fee for a final inspection.

I'd pay $100 not to go back and inspect and issue a compliance form.
