VA Refinance Walkway Guardrail Or Handrail Necessary?

Thank you for your input. She indicated that we would need a rail all the way from the porch to the street. There are two sections that have 3 risers (4 steps), the rest have 2. They are all "level" with the ground so no drop off - I am not sure if that makes a difference.
The appraiser said we could ask for a "waiver" but I have no idea what to say when requesting the waiver.

Just say what you posted in another post. That you are going to redo the steps in the spring and that they will meet county code requirements. The VA issues waivers all the time for hand rails. The lender can help you with the appeal.
 
Email the photos to your local Building Inspector and request written reply - get the specific requirements - if any.

It is a VA requirement. I confirmed with Virginia Regional Office......3 or more risers a hand rail is required. City has no jurisdiction over a VA MPR. OP can request a waiver.

but wouldn't that only apply to the specific sections with the risers - not the entire length of the entire walkway? OP mentioned rails required all the way from the street to the porch

I agree. However, the appraiser stated otherwise so the OP needs to contact the lender & get it straight as to exactly what will be required, or waived.
