I think I'm missing part of your question Greg. Are there any improvements at all? Is it zoned for subdivision? Or is it a potential? What is the current zoning?
If it's vacant and zoned for development as a subdivision, then I would honestly think that it's not a viable option. While the AI's definition is valid and used all the time, they don't make (completely) the interpretation of standards.
