The problem posed by the OP isn't cost.. it's value.... that's what appraisers do.

Talk about local authority gangsters, can't add an addition because why? They did not ask for reproduction cost, they are asking house value of the total value. In this city say it costs $200,000 to build a little row home. Well, that is cost. But that property value which includes that house cost in the bad lands is $125,000 where land has no value, while in society hill is $450,000. It's a product of external depreciation, where the lower values bring down the overall value of the area. Be careful with that simple cost approach on page 2, if needed at all. I would call the authority and ask them how they want it presented.
