Well some stuff is really important i.e Gas Water heaters by most codes it has to be off the floor 15 inches

It iis not just MPR's - Repairs. There are MPS - Health and Safety items

I complete a lot of FHA Refi's and have really paid attention to 4000.1 because they do think certain items are important

Here is something I can't find. CO2 and CO Detectors Requirements.

I was referring to calling a patio open or uncovered. That is not creating or hiding a safety issue. The CO2 "requirement" would probably be based on local codes requiring it. It can be a pain having to put tandem driveway parking as 1 car parking on the grid especially in some city areas where parking is very valuable, even for tandem parking. You can have 1 car driveway for the subject and a comp, but you adjust because of how the driveway can fit more than one car. Can be confusing to a reader even if there isn't more value when they can see they can park 4 cars and I mark down 1 car parking driveway because FHA wants that.
 
I still like the Hot Water Heater straps or tiedowns comment needed in Calf. AMC monkeys assume it's a Country wide "Requirement" as ask for a comment.
Yes, I get it all the time from California lenders. So I have a standard statement in my reports. Where I am in NC we are not in a designated Seismic area thus Straps are not required. They finally SUT UP About it.

Our Code on CO2 / CO detectors depend on when a subject was built AND if it has had any major change(permit req) like adding or expanding a room
 
Per FHA/4000.1 - "The appraiser must examine the water heater to ensure that it has a temperature and pressure-relief valve with piping to safely divert escaping steam or hot water."

How do you comment/respond?

I am not a health or safety expert and typically note in my report that the water heater appeared typical and functioning and/or without any observed deficiencies [unless one is readily apparent]; as supporitng evidence, I include a copy of the h/w htr in my photo addendum. Have never in +15 yrs had an issue until now...

Lender's agent/AMC is saying this language is insufficient; that appraiser needs to specifically state that the h/w htr has a temp & pressure-relief valve, piping etc. to SAFELY divert escaping steam. Seems like an unncessary liability...

How do you address this in your reports?

The reviewer was merely trying to create job security for himself/herself.

Yep, 4000.1 can seem to be confusing. Actually scary because I don't think I would like to meet the person who wrote some of this stuff in the handbook in a dark alley LOL :)
 
Tell them to hire an expert if they feel its not sufficient. The appraiser has examined the water heater and provided a picture

It does state it must comply with local code. That code is usually online.
