Water Heater Strapping

Does this type of strapping qualify for FHA water heater strapping requirement?

And what is the chance of getting your photos in right side up so we don't have to lay down or stand on our head to look at them?

The guy is claiming the strapping on top meets requirements.

Slim to none on rotating the photos.
 
FHA doesn't require strapping, must be some weird azz local building code thing, have never seen it before. In the south we follow ICC, install pressure relief tanks and double values to prevent a water heater from becoming a scud missile.
 
The code is one on the top 3rd and one on the bottom 3rd

Requirements:

1. All water heaters must have a non-adjustable temperature and pressure-relief valve.

2. The water heater must comply with local building codes regardless of its location.

3. Rental water heaters are not acceptable.

In case you haven't heard, California has earthquakes. I grew up there. Been through a few.
