The lender (or its authorized agent)

  • must establish policies and procedures to ensure that qualified individuals are being selected in accordance with Fannie Mae requirements, including the Appraiser Independence Requirements.
  • must ensure that an appraiser has demonstrated the ability to perform high-quality appraisals before using an appraiser’s services. The quality of an appraiser’s work is a key criterion that must be used in determining which appraiser the lender (or its authorized agent) uses for its assignments. The requirement for an appraiser to produce a high-quality work product must always outweigh fee or turnaround time considerations.
Delegating these responsibilities to a third party does not relieve the lender of its responsibilities related to the appraisal or the value, condition, and marketability of the property. See B4-1.3-12, Appraisal Quality Matters, for information related to ongoing review of appraisals.


How did any AMC you may be on do this before using your services?

A friend of mine was a manager at RELS who told me bitd about customary and reasonable "we determine what is C&R if someone accepts our $235 fee, that is C&R"

Well, they usually wanted a few other things, but usually didn't insist on those until the appraiser completed their assignment.
 
Fannie and Freddie are too full of themselves. They think since they have all the data they know more than the appraisers submitting the data. There is a lot more to appraising than just owning the sales data because the data is always changing.

I did not want to start a new thread. I just got this today about PDR Dudes & Dudettes. There are real and legitimate concerns .

We don't need another license in our space. If PDC collectors are licensed they will have a seat on appraisal boards just like AMCs. How did that work out for us?
 
I started as a traniee on Jan 2nd, 2001, became licensed in 2003, certified in 2005, I can say with 100% conviction that EVERYTHING that has changed and any new rules or regulations were NOT made with the appraiser in mind or to make it easier on the appraiser, the last few years have been brutal, the whole "all appraisers are racist" thing, the waivers coming, AMC's tug of war with fees, the new form coming in 2026? The push back to show and explain EVERYTHING in a residential appraisal report in what basically going to amount to the reports not being an "appraisal report" by the true definition of an "appraisal report".

I already have one foot out the door, I saw the writing on the wall, I became certified to be an arbitrator and mediator in Texas in May, that has basically taken over my appraisal practice, to everyone who is going to try and stick this out, the BEST of luck to you, as I have said before, I am done trying to push a 900 pound boulder up the side of the hill.

In the state of NC a licensed PDR dude would be governed by our NC Department of Insurance who are responsible for Home Inspector Licensing. This Department is separate from from the NC Appraisal Board.
