Your statement "Construction on the improvements was completed in January, 2008"? will not fit in that tiny little section which asks "Year Built" on page 1 of the URAR.

I disagree. The baby was born the day the foundation was installed, not when the pansies were put in. I can see the other side too! Why can't the UW. One of my reports was flagged because of this issue, and the UW wanted it changed in order to satisfy HER opinion. I thought these reports were OUR opinions??? :-/

I guess THIS response could become part of an abortion rights arguement. LOL

My vote would be for the day that the building departments says that it is legal to live in.

I thought that I read/heard somewhere that the Chinese (in China) consider a baby to be one year old on the day of birth. I am sure someone will correct me if I am wrong.
 
It's not a house until the C of O is issued.

Up to that point in time, it is a construction project.
An important consideration for the appraiser is that it has never been lived in.

My gosh; this is a critical question. Good thing we don't have many of these big issues with which to contend. m2:

I was told in China everyone celebrates their birthday, and gets another year older, on the first day of the year. A bit like a house I guess.
 
I never know EXACTLY so I ALWAYS put in a "c" for circa. your's would be c. 2008.

I was thinking the same thing going through the first page of posts. I think this has been debated in High Government for some time. Funny point of view Mike.
