Our church just finished up a missions trip to Guadalajara (we have 6 physicians in our congregation as well as a couple of PhD pharmacists and some folks in the construction trade so our mission trips actually accomplish something, I have not gone however.) Universal consensus of those mission trip members is that most of Mexico is a crap-hole--truly deplorable living conditions for the average Mexican (except for the drug dealers, who live pretty good). Also, Mexico City has a big problem with robbery kidnappings (you won't hear much from our State Department on this though, hmmmmm) in that well to do residents and some tourists are routinely kidnapped and returned only after a considerable ransom is paid.
