Don, I will have to defer to your judgment regarding downtown Richmond. I have only been in Richmond once since I attended VCU in the mid 70's.

Actually it depends on what you mean by down town. There are some very fine places in some areas as Conservative has pointed out. But, I use to cringe when the board was at 3600 West Broad Street. BTW, the capital building is just a few blocks from there. I stayed near the capital once, taught a seminar there. Had my car broken into and much theft of PP, in a lighted hotel parking garage.

The National Importance issue is regarding the fact several REAB's are looking at what happen sin VA to see if they can do anything in their own states.

The whole issue has evolved since Mr. Dodd's original petition. You can read about the last 2 meetings in 2 articles written on the appraisal scoop site. It will give you some background.
