Don't misunderstand, I'm not on this dimwit's side by any means. Just marveling at the county's inability to properly dispose of this site from it's tax rolls.

I agree on the sale idea. If it's truly not public property and it is assessed as private property but too small to be developed then she may be able to recoup her "loss" by selling it to an adjoining property owner for say, parking lot expansion. She may not be out of her dough yet.

Looks like there's enough blame to go around. Maybe sho could research exactly what uses there are for her "stretch of sidewalk." Pick the most ulikely (but legal) use and wait for the City to offer to buy her out? (O.K. it's a long shot)
