I am a licensed that wishes life were different (FHA situation), but it is what it is.
I am a newer licensed and did not "have the time" to complete the educational and experience requirements before the deadline. I did not want to "rush' anymore than I had already rushed (to obtain the certified status). I wanted to "slow' it down a notch and gain more insight and become more qualified with the experience (take a breather so to speak) at my licensed level.
Yes, we all saw the writing on the wall to become certified, but I do not believe anyone knew for fact the FHA situation was on the horizon.
I do not depend on fee appraising for my livelyhood, so it has little impact on me as an individual, but could one day if my lender employee status were to ever change.
I hate the situation for anyone that may be losing their livelyhood due to the language of the HR3221.
I would be satisfied with a comment from the law makers as to their intent. If it is/was their intent to eliminate licensed appraisers so be it, but if that was not their intent I would like to see the bill amended, if possible.
No one, and I do believe no one, should be removed from the roster for any reason other than their performance.
I do not want to debate the issue of certified vs. licensed, as that has been beat to death.
I much prefer to debate competent vs. incompetent to do FHA related appraisals (and in all honesty no one can possibly say it is license level, can you?).
Some definitive comments/mandates should come from HUD, as it must be very stressful for an appraiser to worry about the very near future of their income stream and not knowing the outcome. FHA related mortgage applications are ever growing and that could make it even more difficult to do away with the licensed FHA approved appraiser. If the FHA removes the licensed and FHA work grows by leaps and bounds, it could create a lack of appraisers for the remainder of the conventional and special/specfic non-lender use appraisal assignments. Therefore, placing some demand, although not the FHA level of demand, on the licensed appraiser as the certified are busy (future period) and could not give the FHA stream up or meet the client desired turn time.
I do not proof my posts as well as I should, so please do not take anything away from the content/intent of my post due to my possible bad grammer, spelling, or run on sentences, as I am typing (keyboarding) as my thought process is quicker than my hunt and peck process.
