Looks more like a competence issue to me. According to his firm's website, Mr. Coester has been an appraising since 1972.

The bigger issue would be whether it's simply a mistake or part of business as usual. Of course, if it were business as usual then it would be an ethical issue. I assume that the board had no evidence of a pattern, thus the mere slap on the wrist for Timothy Coester.

I agree- likely a cloning error on the garage, reliance upon "effective age" absent detailed description of subject renovations to support selecting year old comps and failure to adjust for their ACTUAL age; failure to adequately review the report written by his trainee and simply signed off on. Haste makes Waste and Costs $$$.
