If you start making location adjustments for being next to an REO, you're going to make the CU computer smoke and pop a fuse.

How about an adjustment for being located next to a sex offender? Do appraisers look at the sex offender location list? Probably cannot see that while taking that comp pictures.
 
If that property sold for so "little" it does not fit the definition of market value and is not a comparable and just a sale.


How does the sales price of a property meet the definition of market value?

There are no a lot of sales in this "neighborhood".

the most "Probable Price". If that sale was selling for so "little" then other sales it would not fall into the probable list of sales.
 
Do generals drive by all their comparable properties? Golf courses, each 30 story mixed use tower, every restaurant? Hmmm....doubt it....

Generally, yes, if they are in the same market area. Depends on the market the property fits in.
