A test or trial is one thing. The GSEs testing different scopes of work is fine. Publish the results then let's see if the risk-reward of adopting those new products is worth it. Upending the entire education and experience requirement before the program has been developed, much less tested,... seems a tad premature.

Look, my point is that something is being done - and in my mind that HAS to be a positive. IF the system is broken - and it is - training is poor and inconsistent, new folks can't find supervisory appraisers, there are no standards in place to ensure conformity in training, etc. I completely get that the motivations of some involved with PAREA are less than admirable (WRT using the platform to churn out form fillers), but the program DOES appear to be an attempt to cure much of what is broken - consistent training, set standards to ensure conformity in training, training by (assumedly) competent TRAINERS (not just some Joe Blow appraiser off the street), etc.

If we know the system is broken - and we do - then I don't see how adopting an alternative system can hurt? Remember - they're not throwing out the current system, they're just introducing an alternative system... if you like the broken system better - continue leaning on that one. :)
 
This. If most cogent folks are in agreement that the current training system is broken (and there is ample evidence it is), why is everyone so adamantly opposed to PAREA? It's like saying, "Yeah - it's broke, but we'd rather complain about it being broke. Please don't try to fix it."
I would like to add an additional comments/points as follow up to your post

Point: Our system of Supervisory Appraiser/Trainee is based on a premise that ALL Appraisers have the ability to Teach Effectively.

1. We have Dumb Teaching Dumber - Not everyone can Teach. It is a Skill Set.
2. No Diversity. Why? One Word: Resources i.e If Residential License was a 2 Year AAS at a Community College - Resources are abundant for minorities and Women. The AAS would be in that Community College as a Degree Program in the College Catalogue of other AAS. Minorities along with Other Races could take advantage of that. The AAS just like any Degree level is very structured. Structure is especially needed for Young People just out of High School'
3. PAREA is a Band-Aide Fix.
I could go on, and some of you could add your thoughts.
 
You're a really smart dude, CG. I know you don't mean that. We'd never accomplish anything if we used the excuse 'We shouldn't try this - it hasn't been tested yet'... we wouldn't have cheese, alcohol, gunpowder - you name it.
I still remember when bank appraisal staff was given early version of digital camera....
Appraisers were apprehensive and regional manager was concerned that digital photos could be manipulated....
After a couple of weeks of use, I couldn't imagine having to wait for film to be developed....
 
Noticing a trend that the closer you are to retirement and the further you are from field work, the more likely you are to compare appraisers’ credentials to cheese and digital cameras.
