Read the first two lines slowly to yourself. On one hand, you say It has not been established TAF was engaged in lobbying. Then you go on to say How much did TAF spend on lobbying in 2019, and 2020? 2021? 2022? Those two statements contradict each other. Btw you don’t need money to lobby the state legislature(although that is the preferred method).

For 2019. According to form 990, Schedule IX, line 11-d: $0

According to the information provided in the IRS document, specifically the "4-Year Averaging Period Under Section 501(h)" section, the total lobbying expenditures for the organization over the 4-year period were $17,014. This amount is the sum of the "Total lobbying expenditures " row from 2016 to 2019. the "Grassroots nontaxable amount" on line 11d does not represent the total amount spent on lobbying activities. It refers specifically to the nontaxable amount allowed for grassroots lobbying expenditures under the 501(h) election.Even though line 11d shows $0 for the grassroots nontaxable amount, the form does indicate money was spent on overall lobbying activities in 2019:


1) On Part II-A, line 1c shows "Total lobbying expenditures" of $704.



2) The "4-Year Averaging Period" section shows total lobbying expenditures of $364,361 for 2019.



So while the grassroots nontaxable amount was $0, the organization did report spending money on lobbying activities.
