By any chance did you happen to read note #2 at the bottom? TAF isn't the govt but they have been designated by Congress as the source and they are routinely consulted on such matters, not to mention routinely being summoned to appear at govt hearings.
In what way would it be professional conduct by the state legislators to NOT solicit such input from TAF regardless of how they ultimately decide? To proceed on a less informed basis rather than a more informed basis. Is that really how you expect govt to operate?
You apparently think it is immoral and unethical for TAF to promulgate appraisal standards and appraiser qualifications. Whatever your reasoning for that, it would apply by extension to any other party that might advocate for appraisal standards and qualifications. Leaving those standards and qualifications undefended in such legislative proceedings.
I can only assume that is your intention. Because the alternative is it is unintentional on your part.
