Most definitely there is something wrong. Operator error, faulty stove or burning unseasoned wood will do that.
Can't tell if that's a metal roof, but if so looks like the galvanizing has failed and the roof is rusting from the creosote. If asphalt, it's old. That much staining doesn't happen quickly.
There are gypsy crews that will paint metal up like new for very little money. Asphalt is probably EOL.
It is up to the client how they want it handled. I have CUs that would require repair or inspection even on conventional loans and I have banks that will just want it as-is.
