Need to mention near earthquake zone?

That's good advice if you aspire to be average. If you aspire to be among the best, you always do more that the minimum and more that most of your 'peers' are doing.
Main goal of profitable appraiser is to do the minimum needed to complete the appraisal report and put comments and actions at same time to protect themselves.
 
Unless you are sitting on the fault itself, why?
You do not have to be "sitting on the fault" to get a lot of damage from a quake. And the quakes in soft sediments act differently than those in harder formations of stone. A 5.8 in California coastal region might not be felt 30 miles away. A 5.8 quake in Virginia can crack the Washington Monument... and did. 2011. Landslides attributed to this event occurred over 100 miles away.

So much implications. Another reason not to mention it.
 
Get sued because we're in earthquake country?
Get sued because you should have warned the buyers that the area is earthquake prone. Same with landslides, flood zones, etc. Caveat it away or refer them to the maps and yes, CA has earthquake risk maps. No different than not disclosing you have termites in the crawl space.
 
After the 1989 major earthquake in SF, many houses were red tagged with cracks on the homes.
I initially gathered info on the homes affected.
Then again my peers weren't doing it so I stopped.
Ignorance is bliss sometimes.

Maybe he does. I've never read one of his appraisal reports. The point is.. if you want to be respected and thought of as professional... in any field.... you don't just do the least that you can do. If you want to be that skippy guy.. you can be.
