1004D final inspection for new construction

Wonder why the lender requires a signed and certified form 1004 then? And why would any appraiser be expected to know if every component was completed satisfactory? The answer is we don't, that's why we need the CO stating it is complete.
Not sure what a CO states in your area. But around here it is a certificate of occupancy. Not a certificate of completion. I have had properties where a CO was issued. But driveway and landscaping were incomplete.
 
Correct same here CO means the home can be occupied things like landscape minor touch ups etc are ignored. UTILITY METERS installed but don't have to be turned on.

And that is what the 'final' inspection is for. To inform the client. It is the client's job to decide whether it's close enough or whether to escrow funds sufficient for completion or to tell the builder 'no money until you finish. In the case of completion inspections, our job as the appraiser is to provide the client with the information to make a good decision.
