Just for fun, let's circle back the original question about final inspection photographs. Assuming the appraisal and 1004D are being completed to GSE guidelines, interior photos are required which, at a minimum,

"must include photographs of the following: the kitchen; all bathrooms; main living area; examples of physical deterioration, if present; examples of recent updated, such as restoration, remodeling, and renovation, if present. Note: Interior photographs on proposed or under construction properties may be taken by the appraiser at the time of the inspection for the Certification of Completion, and provided with the Form 1004D.

These days, at least in CA, photos of smoke and CO detectors and water heater seismic straps are de rigueur, so should be included too. The client dropped the ball by not clearly specifying the scope of work, but the OP could have been proactive by complying with the GSE guidelines.

Taking photos during the final inspection of a proposed construction is one of them. It is also a CYA situation. I can prove I was there and what the condition was like when I was there.

You said absolutely nothing. As in it was an inert post.

Where in the world would an appraiser take a pic of everyone room, street both ways, sides, utilities, etc. For a 1004D.

No f'ing way.

I took photos of what represented the subject. What I took represents a 100% complete home. Just not to plans and specs.
 
Current status.

I will be blacklisted pretty soon from doing appraisals.

Effective date 07/06/17. Subject to plans and specs.

Change order for bedroom carpet padding 07/29/17.

I haven't signed off as it was not built to plans and specs of the effective dates plans and specs.

I tested the padding. I build race cars on the side and my durometer verified padding. Reading is in my workfile as a video file.

appears you actually did more than the minimum and that is what it takes when the Client seeks another Opinion from someone other than the OA;

My questions has always been, what did the Client do to the OA that they are seeking someone else's opinion on the completion (1004D) aspect ??

I generally do not do them for that exact reasoning (bold)
