As a practical matter, I do not believe "code" has anything to do with it. FHA does not require that all aspects of a house meet current code. If it did, few houses would qualify...
However, I agree that 4 layers of shingles would present a safety and soundness issue, as the trusses are not, and were not designed to support the weight of 4 layers of shingles. This, in part, may be why we are required to view the attic!
However, as Rex has indicated, 3 appears to be the max. But, if there are only 2, and the trusses are distorting, I would call that as well. Someone mentioned "let the mortgage company work it out". Good advice!
