Unless there is a common cause to both geomagnetic changes and solar activity (running in contra correlation) then the sun is the prime candidate, but science so far has failed to resolve the conundrum.

Every two to seven years, an unusually warm pool of water — sometimes two to three degrees Celsius higher than normal develops across the eastern tropical Pacific Ocean to create a natural short-term climate change event. This warm condition, known as El Niño, affects the local aquatic environment, but also spurs extreme weather patterns around the world, from flooding in California to droughts in Australia. This winter, the 2015-16 El Niño event will be better observed from space than any previous El Niño.

This year’s El Niño is already strong and appears likely to equal the event of 1997-98, the strongest El Niño on record, according to the World Meteorological Organization. All 19 of NASA’s current orbiting Earth-observing missions were launched after 1997. In the past two decades, NASA has made tremendous progress in gathering and analyzing data that help researchers understand more about the mechanics and global impacts of El Niño.

El Niño is a fascinating phenomenon because it has such far-reaching and diverse impacts. The fact that fires in Indonesia are linked with circulation patterns that influence rainfall over the United States shows how complex and interconnected the Earth system is, said Lesley Ott, research meteorologist at NASA’s Goddard Space Flight Center, Greenbelt, Maryland.

Using NASA satellite observations in tandem with supercomputer processing power for modeling systems, scientists have a comprehensive suite of tools to analyze El Niño events and their global impacts as never before. Throughout this winter, NASA will share the latest scientific insights and imagery updates related to El Niño.

For instance, scientists are learning how El Niño affects the year-to-year variability for fire seasons in the western United States, Amazon and Indonesia. El Niño may also affect the yearly variability of the ground-level pollutant ozone that severely affects human health. Researchers will be keenly focused on how the current El Niño will affect the drought in California.

We still have a lot to learn about these connections, and NASA’s suite of satellites will help us understand these processes in a new and deeper way, said Ott.

Many NASA satellites observe environmental factors that are associated with El Niño evolution and its impacts, including sea surface temperature, sea surface height, surface currents, atmospheric winds and ocean color. The joint NASA/NOAA/CNES/EUMETSAT Jason-2 satellite measures sea surface height, which is especially useful in quantifying the heat stored and released by the oceans during El Niño years.

NASA satellites also help scientists see the global impact of El Niño. The warmer than normal eastern Pacific Ocean has far-reaching effects worldwide. These events spur disasters like fires and floods. They change storm tracks, cloud cover and other weather patterns, and they have devastating effects on fisheries and other industries.

NASA’s Earth-observing satellites help monitor those and other impacts by measuring land and ocean conditions that both influence and are affected by El Niño. For instance, NASA’s Global Precipitation Measurement Mission provides worldwide precipitation measurements every three hours. NASA’s Soil Moisture Active Passive mission measures soil moisture in the top layer of land. Both of these satellites are useful for monitoring drought, improving flood warnings and watching crop and fishing industries.

NASA is at the forefront in providing key observations of El Niño and advancing our understanding of its role in shaping Earth’s weather and climate patterns, said Duane Waliser, chief scientist of the Earth Science and Technology Directorate at NASA’s Jet Propulsion Laboratory in Pasadena, California.
 
In Solar Boom, Unions Find Jobs and Lawsuits

Solar development in Imperial County has been very good to the area’s labor unions, but those unions weren’t always so kind to solar developers.

Union ranks in economically depressed Imperial County swelled in recent years, as industrial-scale solar panels took the place of thousands of acres of farmland. The boom came from SDG&E’s efforts to make good on a state mandate to increase the share of renewable energy its customers used.

At the same time solar-related union jobs boomed, one union filed lawsuits on two solar projects alleging they violated the state’s landmark environmental law, CEQA.

And a labor leader with that union admitted to our reporter Lisa Halverstadt that the projects his group sued over didn’t have a so-called project labor agreement with his union. Those are pacts that often mandate local hiring and outline pay and benefits.

Those weren’t the only lawsuits solar developers in Imperial County had to fend off. Last week, Halverstadt wrote about the environmental groups that used the environmental law to attack projects that were meant to make good on the state’s environmental goals.

A new study from UC Berkeley, KPBS reports, found those environmentalists might be on to something. Since most industrial-scale solar projects are far away from the areas they provide energy to, they’re often inefficient and counterproductive. Better, the study says, would be large solar installations on the roofs of existing commercial or industrial property. (Remember, though, regular residential solar installations don’t count toward the state’s renewable goals.)

I don't understand why the state and federal government does not give away solar panels for free to businesses and residential users of electricity and the state take over the investor owned utilities.
 
I have read somewhere that it is illegal in some places to go off the grid. If I get solar panels it will be to run one half of a dual system. Probably just my lights. Wont save a lot but I sure will look cool.
 
Not to degenerate into the political argument. It is the silly season, of course. But Ms. Hillary proposes that by 2027, we would be free of fossil fuels for generating all electricity by non-fossil fuels.

It always makes me shake my head when I hear these good-for-nothing politicians make goals for the distant future, knowing full well they will be long gone from office by then, counting their millions in retirement.
 
Solar dreams unravel in San Diego

Dreams that solar manufacturing might take root in San Diego have faded as French solar company Soitec shuttered its Rancho Bernardo assembly line and seeks to sell off related assets, including permits for two local solar farms that never came to fruition.

Soitec's concentrated solar technology, which differs from the common silicon panels seen on residential rooftops and big solar farms, showed such promising advances in efficiency during laboratory tests that its solar factory in San Diego was underwritten by a $25 million grant from the Department of Energy.

The City of San Diego helped ensure enterprise-zone tax breaks and fast-track permit approvals in the interest of creating hundreds of new jobs.

But big orders in the United States never materialized -- even at Soitec’s own development projects in southeastern San Diego County, where land-use approvals and litigation dragged on for years.

On Monday, Soitec executives in Bernin, France, notified investors that it had closed production in San Diego and at a longstanding facility in Freiburg, Germany, as the company “continues to sell off the residual assets of its solar activities.” Research and development also was suspended.

The U.S. market of concentrated solar never really emerged, even as sales of conventional silicon panels accelerated at renewable power plants spanning for hundreds of square miles across the desert Southwest.

Soitec was the only solar manufacturer in San Diego County. Kyocera does solar design work in San Diego, and makes conventional solar panels in Tijuana.

The truth is, California is a terrible place to manufacture anything. And the truth is, government financing and tax breaks won't make solar competitive with fossil fuels.
 
Renewable Power Poses Ecological Threats: Solar Energy Plants In California Harm Wildlife And Animals

A new study sounded the alarm on how solar power plants in sunny California may be compromising natural habitats and harming biological diversity in certain areas.

Rebecca Hernandez of University of California Berkeley and Madison Hoffacker of University of California Riverside found that a majority of solar power sites are on natural landscapes spanning about 145 square miles. On Oct. 19 the team published their findings in the Proceedings of the National Academy of Sciences.

Around 85 percent are located in undeveloped areas, while about 20 percent are far from transmission networks, entailing “adverse economic, energetic, and environmental consequences.”

The report covered 161 existing and planned large-scale Californian solar energy facilities, including the farming-intensive Imperial Valley and the southern reaches of the Central Valley.

The study comprised two solar technologies in built-up areas: photovoltaics and concentrated solar power, both of which were found in previous research by Hernandez’s team to potentially meet the state’s energy needs “three to five times over.”

California serves as a good model for understanding utility-level solar energy development because it is an early adopter of the renewable energy, said Hernandez.

“Solar energy in developed areas, or for example on contaminated lands, would have great environmental co-benefits, but this is not what is being emphasized. Instead, we see that ‘big solar’ is competing for space with natural areas,” she warned.

The team calculated the proximity of solar installations to protected habitats. For instance, 20 percent of the solar facilities were distant from transmission infrastructure. This translates to energy traveling farther, resulting in greater energy expenditure, increased spending, and the degradation of natural surroundings caused by new transmission modes.

On how nearly 30 percent of all solar installations were found in croplands and pastures, Hernandez said that landowners specifically in the Central Valley are shifting from crop and forage harvesting to harnessing the sun – likely due to drought.

The lead researcher explained that reducing the United States’ greenhouse emissions by 80 percent of 1990 emissions by the year 2050 means using 27,500 sqm. of land (around South Carolina’s size) for solar installations.

She recommended efficient land use through reducing “spaces between rows of photovoltaic modules or concentrating solar power mirrors,” or placing the installations in already-developed areas such as landfills, parking lots, and rooftops.

California Solar Energy Industries Association Executive Director Bernadette del Chiaro said that several factors affect large-scale solar developments, including land availability, access to transmission lines, land use permits and local community opposition.

California mandates electric utilities to offer 33 percent of renewable energy by 2020 – something that does not involve smaller-scale rooftop solar energy systems.

Public agencies are still creating guidelines on minimizing renewable plant impact on natural habitats across 22 million acres of Southern California.

Wow! Great guidelines, put solar panels on waste dumps, contaminated lands, parking lots, or rooftops. Cropland has lost its value due to drought however, solar makes it valuable but don't put it there.
