Inspected a vacant house and as usual, the utilities weren't on and most of the light fixtures were missing along with a few outlets. This was not an FHA loan, but I mentioned these issues under conditions of the home. I did not make the appraisal "subject to"..... but I rec'd a request for a 442 anyway. Ok, I figured they want me to check the utilities and make sure there aren't any problems. The property is about 30 minutes away in a direction that I never go, however I just happened to be heading to the lake the next day and have to drive right by the property.....Perfect!! I'll stop in and check the utilities and be on my way. Not so perfect....they rejected my 442 and want me to address if there are any health or safety issues and address if light fixtures and outlets have been capped off. Oh, and make sure I change the purchase price to the 'new' price (um...is there an addendum somewhere?) I'm pretty sure that the light wiring was still hanging from the ceiling, but this was after a hot day at the lake with my ice chest ;) so I can't be positive.

I think they should pay me another fee for a new 442 request and be specific about what they want me to check, am I right on this thinking???
 
If it was not an FHA and the requirements were for "as is" you were correct in your analysis.
 
You can usually "sense" a pesky client with pesky, nit-picky standards. When they just cry "442, 442!" I always ask for a specific list of exactly what they want me to "442." If it's not on the list and they think of something else that's bothering them they have to pay again. And again. And again.

"new price." just add a comment somewhere that the price was regnegotiated to $zzz,zzz. That you analyzied (whatever document that was used) and sign a new report with a new date. (effective date does not change unless you both want it to and you reinspect for GSE/FHA assignments)
 
Hanging wiring is a safety issue and you should have required it be fixed.

Does it adversely affect the livability, soundness or structural integrity? Or is it just deferred maintenance that doesn't rise to that level.

I've got a couple of hanging wires in my house that I've deferred fixing for five or six years.

I misunderstood that this WAS an FHA assignment. My bad ... I would mention them as safety issues ... but then may say that appraisers like Boyd have had this condition for years and it hasnt burned down his house yet. His wife is upset and would like a fixture there ... but that is beside the point ... :rof:
 
Suggest biting the bullet and "being positive", supportyour opinion one way or the other with PHOTOS ........oh...and leave the ice chest home. Nice afternoon for a quick 30 minute hop - crank up the tunes. Then get a copy of the "revised contract with the um.....new purchase price" before sending in the FINAL 1004D/442.

Just a thought...but before I had re-visited the property, I would have enquired of the client as to what was expected of me...particularly in recognition that your appraisal was conducted "as is".

I'm with Lee. And I'll add, this is basic stuff. No utilities, most of the light fixtures and a few outlets were missing, with the way things are now it shouldn't be a surprise the client sent you back out.
