Am I the one being unreasonable?

I recently did an FHA appraisal and the utilities were off in the home. The listing agent told me they were on when we scheduled. I marked the subject 'subject-to' the confirmation of active utilities. The closing is now delayed because they want me to go back out without a 1004D completion order and confirm the utilities are on. I've had both the buyer's and seller's agents call me and the AMC telling me they were only off for whatever reason and etc. etc. I didn't say this, but in my mind I'm thinking they should make the agent eat that cost since he's the one who told me they were on. I guess my question is, A: would you do them a solid and run back out for them for free and B; do you think this will affect my QC standing with the lender/AMC preventing me from getting future orders. That's what I'm most worried about. I don't want to compromise future orders for the minimal fee of a completion order. On the other hand, why does the lender even care? Just send a completion order and be done with it. My only answer to that is that it is a flip, so there were two appraisals done, and the utilities were probably on for the that guy and they have pictures from two days prior to my effective date or whenever showing the lights on and the water running.

Update: I called the lender back just to make sure my QC rating wouldn't be affected by their request and that I would be willing to go back out if that was the case. They said it would not affect my score, so I am going to wait for the completion order.

You don't need a 1004D order to confirm that the utilites are on. You do need an understanding with the Client that you will be paid for the additional work. How much? That's up to you. Depending on how you feel about your Client, you might want their agreement to pay you in writing.
 
IRL I try not to make a THEM problem a MY problem. I was in business to provide a service for a fee. The system worked very well for both sides, no service-no fee, no fee-no service.

It is not your fault. You had to get permission from agent to go in first place. Agent told you they were on. Agent was wrong. 1004D is easiest way to report it. You can call the lender and/or agent if agent is bugging you. Say, I just went out and they are working. I am completing the 1004D today for the lender. I just called the lender with a verbal acknowledgement that utilities were operational.
 
Don't worry. The 1004 D won't break the bank or the agent or anybody else involved.
 
Buyer, seller, and agents are not your client. Lender is. Please them.
yeah, but agent can cut their commission if they want to. Sometimes agents get connected to lender and calls and says my person has to be in this house like today. I have to call the agent to get access to do the 1004D anyway. I am not taking money from the agent. I can soothe their frustrations. No confidential information going. Can please go at 7 or 8 am in the morning so I can let the lender know. Yes, you can go. Thank you.

Agents can get their feelings upset quick when the person they are representing is getting upset.
 
Somebody missed your subject to utils being on. That is a big one that lenders want the utilities on to make sure they do work, period. So the lender missed it. Not your problem, or concern, as to whom is to blame. Your issue is to be the hero and get it done as fast as possible for a fee. You think the buyer wouldn't sue you if there was a utility issue. Owner probable had them turned off without telling agent they did

There is much thought here on nothing, except getting it done fastly.

The listing agent, buyers agent (including brokers) and lender ALL should know that FHA requires utilities to be on and functional at the time of inspection.
