The big difference is a felon is probably not going to go through years of training and money to get a license just to case houses.Not as appraiser....but as Agent a background check is required prior to initial licensure in my state. As Appraiser I am required to disclose any lawsuits, arrests etc. at time of license renewal. No background check was ever required of me as Appraiser aside from some AMC's.
I'm happy to submit to background check for any client as long as they pay for the pleasure. If they want me to pay for it...I pass.
