ANSI issue with new home

Yea definitely, that's a walk out basement. Well, in ansi_ism land there is only 1 view of reality. But sometimes seeming like Lsd, a bad vision trip of the 1st level.

In San Francisco, the market has a ton of acceptance for these style homes becaise we have very large and dramatic hills throughout. The market acceptance is the zoning laws which outline your neighbor below cannot obstruct your view by building up, so homes (mainly all bedrooms) are built below grade as well. For a city that is 7x7 and average purchase price of SFR being $4M, it is doubtful any buyer cares about this because they are preserving their views for their lifetime as well. There is however, a market reaction by building up, and that is called a lawsuit from your neighbors obstructing your view. How is that for an "explanation" of market acceptance? LOL
 
I'm absolutely certain that the market this property is in will consider the area as above grade as well. IMO, this is a great example of trying to shove a square peg through a round hole.
 
I prefer using exception for that. It gets real messy especially if there is a basement, you will have lumped together on below grade what the market considers above grade with the basement which more than likely is valued differently summed together on one line.
