Boarded up windows

They are front windows only- from the living room,foyer area. It is for security purposes only
 
I would call for the "repair" on the report, and at the same time fully explain the situation, and also take pictures of the interior windows to prove that functional windows are in place.

Then the DEU can make the determination whether to actually require the removal of the boards or not. Our job is to let the DEU know exactly what the situation is, fully explained, and their job is to make the final call.

If there are other repair issues, they probably will send you back out there on the morning of settlement and have the boards removed. If this is the only issue, I'd say it is 50/50 on them sending you back out there.
 
Just use comps with boarded up windows, you'll be fine.

Are you saying there are more than one route available to the exterior from the living room/foyer? If so, take a picture(s), make a comment and leave it to the DEU to make the appropriate decision.
 
Boarded up houses make for an interesting inspection. I have taken to carrying a high powered flashlight both for illumination and self defense. Tough to spot those leaky corners when it is pitch black inside.
 
...adequate fenestration for illumination and ventilation.....
