Can I call owner on an exterior drive by?

Upon reading the given report with 8 comps and twice as big as my reports, it's not that good.
The neighborhood comments too generic and zoning is wrong.
I have to look at many addenda to read comments which is frustrating. I can't imagine reviewers and readers have to look easily for relevant information.
Many info on statistics from MLS data appears AI and not meaningful.
Most importantly despite having 8 comps, there were really two comps in same neighborhood (most comps were outside neighborhood) which should have been given more weight.
I can't imagine UAD 3.6 will help this appraisal any better except even more pages to read.
 
Also old report indicated subject not in flood zone.
Odd on Total, first checked it wasn't. Then doing it again it does show it's in flood zone.
Calling agent, there was a flood 10 years ago there.

Total does a good job of telling you if the location where you placed the arrow on the map is in a flood zone. It has no way of knowing if other portions of the parcel you are appraising are located in a flood zone. You'd better do better.
 
AMC on engagement letter said I can't call occupant.
Yet the order has the owner name and phone number to contact.
I like to call the owner and get more description of subject.
Can I call owner? Also this is for a Preforeclosure assignment.
No, do not call the owner. They asked you not to call them because chances are the owners do not know you were hired to appraise the property. Contacting them will cause more strife and angry calls to the lender.

So, since no one else actually answered your question, “why did they give me the contact info?” I will tell you. The person ordering the appraisal, that is pretty much all they do all day and they usually give contact information. They probably just forgot to leave it out.
 
I did some drive-by appraisals for the FBI years ago. They sure as hell didn't want me contacting the owner and I'd be willing to bet I would have never held a professional license of any sort again had I done so.

When I talked to the rep, I wanted to know why they gave me the owner phone number if they didn't want me to call them.
Rep couldn't give me an answer and was confused too. Fine, I won't call since I got an old appraisal.
 
Fernando is goood!
He did a driveby and was able to get a full rear photo and subject wasn't even a corner lot.
Not many appraisers would make such an effort.

Did you trespass? Did you stick a camera over the fence without permission? These are things you do not do.

No, I made an effort to walk on a public trail with no nearby parking (had to park on a commercial store and bought something) and walk there.
Rear photo not required as most of my peers wouldn't do it except Fernando is unlike any appraiser.
This difficult assignment given from start was difficult.
This assignment given to a licensed person would really show who are the really good appraisers.
I would say only 5% of appraisers would be as good as me.

As long as you didn't break any laws nor ignore any assignment conditions then good for you.
